Haverford Zoning Ordinance Updates Phase 1: Ordinance Reorganization On June 11, all six (present) Planning Commissioners recommended the Board of Commissioners approval of the proposed Phase 1 Re-Organization Regulations. In addition, they recommended 20 Amendments to the ordinance. The proposed amendments were in response to the Planning Commission and public comments received primarily during the April and May public meetings as well as any sent to the info@ HaverfordZoning.com email since March. A summary of public comments received by IMEG has also been prepared. Both documents have been posted on the project website for public review. The amendments to the current draft were sent to the County Planning Commission for a 30-day review period. The Board of Commissioners will hold a public hearing prior to its work session on September 8, 2026. The ordinance is then tentatively scheduled for two readings: first on September 14, 2026, and second at the regularly scheduled Board meeting in October. Please check the project website for more information on the scheduling of these public opportunities. You can also continue to submit comments via info@HaverfordZoning.com throughout the adoption process. Please note that while this inbox is continuously monitored and the project team reviews all emails, we do not respond to individual emails or questions. Commissioners elect their own President and Vice President at the beginning of each new year. The Commissioners appoint a Township Manager who oversees daily operations and a sizable staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:00 p.m. The Commissioners frequently communicate with their constituents through emails and social media. The weather gets a little cooler, the leaves change colors and, if everything goes according to plan, several important Township projects will be finishing up. By the time you read this, the southern extension of the Darby Creek Trail should be open, connecting McDonald Field to Merry Place and, from there, all the way to West Chester Pike. Improvements at the intersection of Burmont and Glendale Roads should also be complete, providing nearby residents with safer access to the trail. Elsewhere in the Township, residents can enjoy the new playground and basketball court at Brookline Park, where we’re also adding parking for visitors. In addition, we resurfaced the parking lot at Merry Place and continue working on improvements at Polo and Elwell Fields. Projects like these take time to plan, fund and construct, and we appreciate everyone’s cooperation while the work is underway. We look forward to enjoying the results for years to come. Speaking of pedestrians, every year someone asks a very important question: “When is Halloween in Havertown?” The answer is always October 31 here in Haverford Township. This year, Halloween falls on a Saturday. Although the Township does not establish official trick-or- treating hours, we encourage everyone to help make it a safe evening. Drivers should slow down and expect children to cross streets in unexpected places. Trick-or-treaters should use sidewalks and crosswalks whenever possible, carry a flashlight, wear something reflective and travel with an adult or a group. Residents who are participating can help by turning on their porch lights and making sure walkways are well-lit and clear of obstacles. Once Halloween is behind us, our Public Works Department will be fully immersed in another fall tradition: leaf season. Wet leaves can make streets and sidewalks slippery, and leaves covering storm drains can contribute to localized flooding during heavy rain. More information about the Township’s leaf-collection schedule and guidelines can be found elsewhere in this newsletter. Leaf season is also a race against the weather. Our crews work hard to finish before the first snow arrives. When snow falls over piles of leaves, the result is a frozen, soggy mess. It complicates leaf collection, stormwater drainage and snow removal, all at the same time. As the holiday season approaches, the Township also plans to offer free parking in our business districts on designated dates. Please watch the Township’s website, social media pages and email updates for the final schedule. Township Manager Message Dave Burman - Township ManagerBusiness Tax Program Back in 1985 and 1972 respectively, the Township passed ordinances establishing a business privilege and mercantile tax in Haverford Township. These taxes are assessed on every business in the Township (even rental properties). Over the past several years, our compliance and auditing efforts have been successful in both increasing annual collections and issuing audit assessments. We routinely receive questions pertaining to the topics outlined below: I didn’t know about this tax - Knowing regulatory filing requirements is maybe one of the biggest responsibilities (and headaches!) for business owners. Many business owners employ the services of CPAs to advise them on tax and financial matters. Please remember to ask your CPA or tax preparer about local tax requirements. I never received a bill from the Township - The business privilege and mercantile taxes are self-reporting taxes so there is no standard amount due that the Township can bill. I don’t have a store and operate only from my home - There is no differentiation between a home- based business or a commercial store front and every business must be treated the same for tax uniformity. Every business has a legal home base. If there isn’t another physical location that a business owner can call its home base, then the owner’s primary residence is the home base. A taxpayer cannot formally operate a business from a vehicle or truck. My business didn’t make a profit last year so I shouldn’t have to pay the tax - This tax is a gross receipts tax so there’s no differentiation between whether a business is profitable or operating at a loss. My business is on federal extension - Being on tax extension permits extension of time to file but not time to pay a tax liability. All tax amounts are due by April 15 and late remittance will generate interest and penalties (just like at the federal and state levels). I didn’t know that a rental property is a business - The operation of a rental property is clearly defined as “a business” for business tax purposes. A statement is printed on the rental license application that is signed by the owner each year stating that the owner understands that the operation of a rental property is subject to business privilege tax. Who can explain the filing requirements - Tri-State Financial Group has been appointed our business tax collector and has served in that role for over ten years. We hope readers will find these few topics helpful and remember……business tax filings are due annually on April 15!As autumn paints our landscapes with vibrant hues of red, orange, and gold, the falling leaves create a picturesque scene, but they also pose challenges for residents and municipalities alike. To ensure the safety of our community this season, please manage fallen leaves responsibly. In our township, leaves should be raked to the curb during the designated leaf collection days. For safety reasons, leaves should not be raked or blown onto the roadway, as this can make roads slippery, clog storm sewers, and create hazardous conditions. Outside of this program, bagged leaves will be collected according to the Public Works rules and regulations. This organized approach not only keeps our streets clear, but it also prevents leaves from clogging drains and causing potential flooding issues. As we transition from fall to winter, the responsibilities of property owners shift to snow and ice management. When winter storms blanket our sidewalks, it is crucial to maintain safe passage for pedestrians. According to Code 138-3 Snow and Ice Removal from Sidewalks, “it shall be the duty of property owners or persons in possession of any premises in the built-up sections of this township to remove snow from the sidewalk in front of their respective premises within 24 hours after the snowfall and at all times to keep said sidewalks free and clear of snow, slush and ice”. Twenty-six campers, ages 10 and 11, completed the week long training program which included police related academic and physical agility courses. The campers attended seminars in tactics, communications, drills, drones, first aid, investigations and safety. The highlight of the week included a visit and talk from FBI agent Robert Lythgoe, who is assigned to the Newtown Square Office. 2nd Annual Summer Cop Camp Congratulations to Officer Ricky Williams and his K9 partner Maui. They recently graduated from an intensive K9 training academy program. Officer Williams and Maui are patrolling the streets and ready to serve. Congratulations, Thank You & Welcome! Congratulations to Officers Brennan, Hines, Villanueva, Sergeants McDonald and Kenny, and Lt. Dolan who recently completed a UAV (drone) public safety course. They will now deploy drones from patrol cars to assist with search and rescue, scene documentation, and situational awareness, enhancing police operations. Congratulations to new officers Jack Esher (#397) and Jenna Haley (#398), who recently completed training and are now assigned to patrol. We also thank Officer Jessica Lazzaro for her five years of dedicated service and wish her the best in her next chapter. The waste is collected and taken to a commercial composting facility. What to use: Any 5-gallon bucket with a tight-fitting lid, paper bag liners (optional but recommended), so no need for Township-provided containers if you don’t have one. Accepted materials: Fruits, vegetables, grains, coffee grounds, paper plates, dairy, cooked foods, plant trimmings, and more. Yard waste: Untreated sticks, branches (up to 1 ½ inches diameter), grass clippings, weeds, and garden trimmings, placed in a trash can or paper bag. Benefits: Reduces waste sent to incineration, creates nutrient-rich compost, and helps build healthier soil. For more details, tips, and answers to common questions, visit the Township website! The Township’s new curbside composting service is now up and running! In the first three weeks, we collected over 161 tons of food waste and yard debris. With over 2,000 buckets distributed to residents, our community has already made great strides in reducing waste and supporting sustainable practices. Composting is an easy way to help the environment - join the new curbside program today! Pre-payment and registration is required for bulk trash service by visiting the Township Building or online at www.havtwp.org. Bulk collections take place on Wednesdays and can take up to 48 hours to complete. Items must be placed at the curb by 7 AM Wednesday. If items are still left by end of day, the items will be collected the following day. The Township’s brush site CAN only accept: untreated wood products such as sticks, branches, brush or wood chips. Please NO litter, trash, bamboo, dirt/soil, kitty litter or pet manure. No biodegradable bags (brown landscaping bags are okay), no thick rope, no container in excess of 40 lbs., no branches over three feet in length and no branches over 1 ½ inches in diameter. The cost is $150.00 for a six week session. Each week consists of 30 minutes of on-ice instruction. Skates are included in the registration fee. An AED is a portable life-saving medical device used to treat someone experiencing sudden cardiac arrest. They are designed to be used by the public and provide clear, step-by- step voice and visual instructions. Haverford Township has invested in making AEDs readily accessible throughout the community by placing them in a variety of public facilities and locations. Sewer backups and flooding can cause devastating property damage and are typically not covered by standard homeowners’ insurance policies. The majority of these claims are the responsibility of the property owner except under limited/special circumstances provided by the PA Municipal Immunity laws. Township residents should review their homeowner’s flood and sewer backup insurance coverage with their agent/insurance companies in order to properly protect their personal residence which is the most valuable tangible asset that we all have. Article I, Section 149-3, Subsection C (2) Sewer Service Regulations of the Township Code states that all sewer service laterals connected to the Township system, regardless of location, are the property of the customer and/or owner and shall be maintained in good condition and repair. The Township does not provide flood insurance. Check with your insurance professional about added coverages such as: • Coverage for Sewers, Drains and Sump Pumps • Flood Coverage Fair Housing Fair housing is the right to choose housing free from discrimination. Federal law protects people in housing transactions such as rentals, sales, lending, and insurance. It is the key to all people having the roof they want over their heads. Who is Protected? The Fair Housing laws protect discrimination on the basis of age, race, religion, ethnicity, national origin, gender/sexual orientation, disability or familial status. These are known as Protected Classes. What is Prohibited? In the sale and rental of housing, it is illegal to take any of the following actions based on a protected class: • Refuse to rent or sell housing, • Make housing unavailable, • Set different terms or conditions, • Falsely deny that housing is available. In mortgage lending, no one may take any of the following actions based on a protected class: • Refuse to make a mortgage due to protected class status, • Set different terms and conditions, • Discriminate in appraising a property.
